Transportation Planning

In 2004, Loving Engineering began the process of updating the Port Gamble S’Klallam Tribe’s Transportation Plan. The Plan required major updates including the development of a Transportation Improvement Program (TIP). Loving Engineering consulted with the public, neighboring agencies, tribal governing body and other stakeholders to develop a comprehensive, multi-year program. Annually for the next 10 years Loving Engineering prepared an updated Priority List, Project Conceptual costs and Project Status Report for the Tribal Council. From the Priority List, a list of fundable projects was recommended to Council for incorporation into the TIP.

The program was updated as projects were constructed, priorities changed and funding opportunities were achieved. Loving Engineering prepared budgets, scopes of work, engineering cost estimates and Priority lists to fulfill the Bureau of Indian Affairs (BIA) annual review of project status. As a direct result of this effort, the Tribe’s annual road construction funding from BIA increased from less than $100,000 prior to 2004 to over $800,000 in 2015.

Loving Engineering performed research and provided documentation to support the Tribe’s updated transportation database, maintenance requirements, interagency agreements, contract amendments, environmental documentation, and other pertinent documents that were required to receive funding. As a result of these efforts, the Port Gamble S’Klallam Tribe has been the recipient of over $4.5 million of federal transportation funding.
