Loving Engineering provided project management and preliminary cost estimating to remove a fish barrier on Shipbuilders Creek. The fish barrier is created by an undersized culvert and excised outlet crossing under Little Boston Road NE, located in Kitsap County right-of-way. The proposed improvements include the installation of a 12-foot wide by 50-foot long pre-cast concrete box culvert with streambed aggregate placed on the bottom. This culvert will be installed approximately 150 feet north of the existing culvert and perpendicular to the roadway, at a location that appears to be an original stream channel crossing.

Channel improvements to connect the outlet of the new culvert will be made along the old channel bed, with some new excavation as necessary. The stream realignment moves the channel away from the County road and provides an opportunity for water quality treatment prior to discharges from the roadside ditch to the stream. A wetland associated with the old channel location will be modified to accommodate the upgraded channel width and restore fish and wildlife habitat and function.

Approximately 250 lineal feet of channel improvements will be made including placement of streambed sediment and cobbles. Scoping and project costs for the project were prepared by Loving and resulted in a mitigation fund of approximately $1 million. Loving met with Kitsap County staff in 2018 to coordinate the scope of the project, and will continue to provide project coordination with the Tribe and County during design and construction phases.
